John Ward, executive director of the National Coal Transportation Association, discussed the issue during a presentation Thursday at the Wyoming Mining Association Annual Convention in Sheridan.
The National Coal Council is a Federal Advisory Committee to the U.S. Secretary of Energy established in 1984 to provide advice and recommendations to the Secretary on coal policy, technology, and markets.
